CDBG-CV Subsistence Payment Program

 

The State CDBG Program recently guidance on requirement for Subsistence Payment Program Guidelines.  Guidelines are to identify the method by which applications will be taken and processed, as well as, identify how eligibility is determined, what documents are required to determine eligibility, what forms of assistance will be provided, the limit of that assistance, fair marketing strategies and recordkeeping requirements.

The Subsistence Program guidelines identifies the following:

  • Application will be processed on a first come first served basis.
  • Efforts for nondiscrimination and inclusion.
  • Outreach and Marketing.
  • Only households with income under 80% of median income for the household size are eligible.
  • Household must reside within the City limits of Livingston.
  • Household must have been impacted by COVID-19.
  • Household be a risk of eviction or utility shut off.
  • A maximum of $5,000 will be provided for Mortgage/Rent and/or Utilities (electric, gas, water, sewer, trash and broadband).
  • Assist for maximum of 6 months to cover past due and current expenses.
  • Applicant may not have received other assistance for the same purpose for any other source.
  • Reporting and Invoicing requirements.
