Plan Blueprints

The Building Division conducts plan checks, issues building permits and inspects residential, commercial and industrial structures under construction. Division personnel enforce the Building Code, Fire Code and other building codes adopted by the City. They also investigate and respond to complaints and building code violations. The Building Division maintains a telephone-based inspection request system that provides next-day inspection service. Personnel will provide same-day inspections where an inspection is urgently needed and inspectors are available. In unusual cases, where there is serious and urgent life-safety concerns, inspections are provided any time they are needed including nights, weekends, and holidays.

The City of Livingston has entered into contract with West Coast Code Consultants to provide personnel for residential, commercial and industrial plan checks and building inspection services. The City pays West Coast Code Consultants hourly. The required fee covers all services associated with the typical plan review including delivery of design documents to the jurisdiction; first, second and third reviews, if necessary, to approve projects; pre-application, pre-construction or additional meeting attendance that is necessary for unusual or complex projects. .

The Building Division has established a class of applications that is plan checked in-house. These over-the-counter plan checks include tenant improvements, room additions, remodels, repairs and similar minor construction projects. Projects that are too large and/or complex for in-house plan checks are submitted to West Coast Code Consultants’ corporate office in San Ramon. Turn around time for minor residential remodels, single-family dwellings, and large tenant improvements will be five to ten working days.
