New Online Payment Provider: XPRESS BILL PAY
If you have paid online before you will receive an email that will provide a copy of the first-time user manual, (See Manuals Below)
The City of Livingston has a new online payment provider. Xpress Bill Pay is the premier local government and service district payment provider.
The switch was made to provide you with many new and enhanced features like full bill presentations, paperless billing, billing history, auto pay, stored payment info, email notifications, and many more.
You will be directed to the new website when you log onto the city’s online payment website at www.cityoflivingston.org or you can access Xpress Bill Pay at https://xpressbillpay.com/#/?org=livingston11170.
You will need to visit the site to establish an online account. If you had an auto pay previously created, or if you were previously signed up for paperless billing, you will need to re-establish this by creating an account and opting in for paperless billing.
We know you will love the new features. A First Time Users’ Manual is attached to this email with instructions for setting up your new Xpress Bill Pay account and making payment. Utility Bills are due the 25th of each month and considered delinquent after the due date. If the due date falls on a weekend, or on a City observed holiday, charges will become delinquent at the close of business on the next business day after the City closure. Payments sent through the mail must be postmarked by the due date to avoid any late penalties.
A 5% penalty is added to all accounts if not paid by the due date.

Automatic Payment: Sign up for automatic bank draft (See Instructions Here).
Online: Visit us online at Online Bill-Pay and have your Utility Account Number ready. You may use your debit, credit card, or checking account number (e-check)
Drop-Box: Drop off your check or money order at the mail drop box located outside City Hall (next to the main entrance) and remember to write your account number. No cash payments!
