2021 Rate Study (Update): Water, Sewer, Solid Waste

The City of Livingston contracted with Hansford Economic Consulting (HEC) on February 5, 2019 to perform utility rate studies on the City’s enterprise funds; water, wastewater, and solid waste/sanitation.  After thorough analysis, reviews, discussions, and input from various groups including, but not limited to, the following; staff, Stakeholders’ Committee, City Council, the public, engineering firms, and other consultants, the City Council authorized staff on January 29, 2020, to conduct a Proposition 218 process and establish a public hearing date for consideration of increased fees charged for wastewater service.  Final Utility Rate Study reports were translated into Spanish and Punjabi and were made available on City’s website for public access and review.  Due to the pandemic, the 2020 Rate Study findings were placed on hold. 

In September 2020, the City extended the agreement with HEC to update the Rate Study for water, sewer, and solid waste.  The draft report was presented to City Council in April 2021.  A Public Hearing is scheduled for June 15, 2021.
